Placing animals is a lot of manual work, do you also contact their vets as a reference to see if they take good physical care of their animals example getting spay.neuters, vaccinate, do heartworm test etc?
Personally I think 4 random surprise visits is a bit much after adoption, I can see one visit before approving an applicant taking along a similiar pet that they want to adopt is beneficial with the whole family present so you can see all their reactions to the animal and learn if all are in favor and see how they relate to the animal, if children in the home you can see how they handle the animal and if the parents supervise the children or correct is handling is wrong, then one post adoption visit about a month after to see how the animal is fairing once it has had a chance to settle in. The first home visit rep and foster parent become contacts for the adopter in the event the adopter is having any problems.
The group I fostered for did their adoptions/visits this way and had near zero returns, if returns it was often because the owner had developed severe health problems that interfered with ther ability to care for the animal or the animal was so shy that it problems settling in, in one case it was a result of a train track that existed near the owners home and the dog would panic each time the train went by, so no fault on the owners part.
As for apartment owners we do look at past ownership of pets and length of time in one spot, they must have written approval from their landlord, the dogs are prescreened as well to know if they would be suited to apartment life as calm and quiet non barkers so as not to be a nuisance to their neighbours, a lot of the dogs we place do end up living in apartments successfully.
Even one home visit will scare off most that have something to hide and they will avoid applying to rescues that do, having up to 4 post visits will scare off even many potentially very good adopters or have them view it as a huge infringement of their time. Even though I have worked in adoption been a foster parent have went through multiple screenings would avoid your group feeling that a 3 month trial adoption and 4 surpirse visits as being obsessive, I have seen a successful group operate with near zero returns with far less intrusion, biggest mistake I see groups do is go overkill on their adoption policies and it becomes a reason why rescues are view in a bad light of because they make adopting too difficult and intrusive,
I took on a subcontract government security job once which required interviews and police background checks which was less painful than what you are asking of people wanting to adopt a pet

They also link to paid sites. In other words, you get a good basic search for free plus they give you links to sites that charge you a small fee if that is not enough. Good luck.

Does anyone know a cheap, accurate way to do background checks on potential adoptees of rescue animals?
Hi, we live in a small, rural area where unfortunately unwanted dogs and cats are a problem. We have began fostering rescue cats & dogs for our local rescue group. Our process/groups process for adoption is: 1st step is potential adoptee fills out adoption app. Not being prejudiced but we dont adopt to renters, had too many renters adopt, move to new place that doesnt allow pets, then dump them.2nd based on info, check all local tri couny animal shelter/rescues to make sure person not on “dont adopt”list/neglect chrgs. 3rd we do a home visit to check condition of where animal will live 4rth Trial adoption stating that no less than 2,no more than 4 random, surprise home visits will be conducted within 90 days to check on welfare of animal/adopter happy. Then if all this goes well, adoption! Know it sounds like a lot,but all our animals are fostered and have to have welfare ensured. Does anyone know a cheap, accurate source of background checks aside from people search type businesses?
To clarify, the thing about not adopting to renters is simply bc we live in a SMALL town that basically the only places to rent are 3 apt complexes and a couple houses. All 3 apt complexes WILL allow pets , but you have to put a $300 deposit down; and then if your neighbors complain, you have to get rid of the animal. We have ran into a LOT of instances where unfortunately, neighbors dont get along over something NOT to do with the pet,but the neighbor complains about pet for spite. Then the pet comes back to us and it was all just a waste of time. I do NOT agree with that policy, but cannot help it. And we live in such a small town (pop 1200) that there are like 4 older couples that rent out trailers and DO NOT allow pets. BUT some long term renters have made special arrangements and got a written letter from their landlord and we do it then. Just the are where we live, most people own a home or rent to buy. Also, the policy about no renters is the rescues policy, not mine.

Contact your local police department and see if they provide this service. If they don’t, then they can give you contact information to the state police agency that can. Most times, this can be done for a rather low one time fee. This is of course assuming you are getting a background check done on yourself.

Where can I find a cheap background check?
It’s tough to find legit sites for a single background check. I search on google and always have to buy a months worth of access or something like that.

As noted above me, the free and civilian sites do have full access to the police data bases and their information is highly erratic at best.
Best advice, since I am not familiar with WA law, would be to stop in at your local Sheriff or Police Department. Explain what you want to do and why. They can ( at least in Ohio, where I live), give you the proper forms for a person to fill out requesting their own BCI check. This is a state wide form that is used by Police that will give any and all criminal activities that the person may have been involved with. The form is a permission slip that they need to sign. The proper one calls for fingerprints, but you can ask about running a social only. The social can be unreliable if a person knows how to get around false socials. The usual cost for a BCI check is $18.
Best of luck and I hope this is useful to you
